(Dagbladet.no): Regjeringens valg av amerikanske jagerfly har ført til voldsomme reaksjoner fra den svenske hovedkonkurrenten JAS-Gripen.

Mens regjeringen slaktet Gripen både på kvalitet og pris, har stadig flere eksperter og kommentatorer stått frem med dystre spådommer om den amerikanske anbudsvinneren. Usikkerhet om pris så vel som om flyet i det hele tatt vil bli produsert har vært gjennomgangstonen de siste ukene.

- Alle har meninger
Valget av JSF har gjort Norge til en bananrepublikk, sier en Janes-redaktør til Aftenposten i dag. En engelsk ekspert Klassekampen har snakket med sier flyet best egner seg til bombing av Bagdad.

- Alle vil kritisere avgjørelsen, naturlig nok. Noen sier det vil koste mer, andre sier det vil koste mindre. Janes har sine meninger og det samme har mannen i gaten. Men vi er ikke ute etter å lure våre allierte partnere. Vi har nøyaktig samme interesse i jagerflysaken - å få det beste flyet til den laveste prisen, sier ambassadør Benson K. Whitney til Dagbladet.no.

- Milliardpluss
Han vil gjerne minne om at prosjektgruppa i Pentagon som har ansvaret for JSF-prosjektet hele veien har stått fast på at deres kostnadsprognoser er riktige.

- En kongressrevisjon viser faktisk at prosjektet brukte en milliard dollar mindre enn budsjettert i fjor, sier Whitney.

Samtidig er han med på at det er svært vanskelig å fastså nøyaktig pris på et så omfattende prosjekt.

- USA og Norge utvikler et fly for det 21. århundre som har verdens mest avanserte teknologi. Selvfølgelig er det komplisert å se nøyaktig hvordan det vil gå. Men Norge vil kjøpe til nøyaktig samme pris som USA, og det er bra. Kongressen og Pentagon er svært fokusert på kostnadseffektivisering. JSF-prosjektet er det største prosjektet vi har, og derfor underlagt strengt offentlig gjennomsyn, nøye analysert og gjennomanalysert, sier ambassadøren.

Tror ikke på milliardsprekk
Klassekampen
viser i dag til en uavhengig amerikansk rapport bestilt av Pentagon som mener kostnadene med JSF-programmet kan bli opptil 105 milliarder kroner dyrere enn prosjektet selv har beregnet.

Den såkalte JET-rapporten tar utgangspunktet i tidligere kampflyprosjekter som har kostet mer enn planlagt.

- Pentagons prosjektkontor er sterkt uenig i denne konklusjonen. JSF-prosjektet skiller seg vesentlig fra tidligere prosjekter ved at systemene testes på eksisterende flymodeller samtidig som utviklingsfly og ferdige fly er satt i produksjon. Dette har redusert kostnadsrisikoen vesentlig i forhold til tidligere prosjekter, der systemene ble testet ut en etter en på noen få prototyper, sier oberst oberst Robert K. Simm til Dagbladet.no.

Simm er sjef for kontoret for forsvarssamarbeid (ODC) ved ambassaden, og stedlig representant for USA i forhandlingene om Joint Strike Fighter.

Store tall blir små
- Det som mange også glemmer, er at eventuelle overskridelser vil fordeles på et enormt antall fly. USA alene skal kjøpe minst 2400 fly. Sammen med Norge og de andre partnerne snakker vi om 3200 bestilte fly. Videre regner vi med en del salg til andre land, slik at totalproduksjonen trolig blir mellom 4-5000 fly, sier Simm.

For Norges del vil det si at med de mest konservative produksjonstallene, 3200 fly, vil en overskridelse på 105 milliarder kroner utgjøre 1,8 milliarder kroner for Norges del. Forsvarsdepartementets kampflygruppe har i sin avgjørelse kommet frem til at JSF-anskaffelsen på kort sikt vil koste 50 milliarder kroner.

Altså vil en overskridelse i tråd med JET-rapporten være på 3,6 prosent i forhold til den forespeilede prisen.

- Blir aldri skrinlagt
- Dette er flyet som skal erstatte ryggraden i det amerikanske forsvaret. Alle F16, F18, A10 og AV8 er gamle og må byttes ut.

Simm har fått med seg direktør i Norsk institutt for strategiske studier Jon Bingens spådom om at JSF aldri blir produsert på grunn av finanskrisen.

- Verken presidenten, kongressen eller det amerikanske folk vil godta at det fires på USAs forsvarsevne. De gamle flyene må byttes ut, og dette vil skje uavhengig av finanskrisen eller hvem som sitter i det hvite hus, sier oberst Simm.

F-35s air to air capability

    Hello!

    My questions are:

    1. What will the HMD/DAS combination do for the pilots ability to fight airal targets, especially when the sun goes down?

    2. Data is starting to emerge showing that the F-35 has phenomenal fighter performances. In your oppinion as an experienced F-16 pilot, how does the F-35 stack up against the F-16, a fighter which still ranks as one of the best dogfighters in the world today?

Hei Bjørnar. The Helmet Mounted Display and the Distributed Aperture System have revolutionized air combat and will provide a passive means to detect and target other aircraft at range, day or night. A huge advantage for F-35 pilots.
Bless you for your kind words on the venerable F-16! I will tell you that, having flown the F-16 for many years, and now having had the opportunity to fly the F-35 simulator, I am truly impressed by the capability of the F-35. It is as easy to fly as the F-16, but it provides the most extraordinary SA imaginable, and as a fighter pilot I believe that SA is the dominant factor in air combat. F-35 pilots will develop new ways to operate this weapon system that will astonish us old Viper pilots!!! Tusen takk!

Is the price the government was given binding?

    I have seen alot of numbers being mentioned in various places both before and after the selection was made. I am curious about whether the price the government use is guaranteed or not.

    If possible, could you also tell us why there are so many different cost estimates going around? I understand that critics of the project or supporters of Grippen might make up numbers, but I have read that the Australian and Israeli government as well as the US Navy all use higher estimates (though I suppose the later will want a different model which might explain why they would cost more).

Hei Stian. Excellent questiopns--I'll try my best to answer. First, I am not familiar with any Australian price estimates, but I can tell you that the US Navy is buying a much larger and heavier variant of the aircraft (the F-35C Carrier Variant), to meet its unique requirements for operations on a carrier. The F-35C is more expensive to procure and operate than Norway's F-35A. Also, Israel is not one of the 9 partner nations, so Israel does not receive the partner price and will acquire their F-35s through the US foreign military sales process, which can be more expensive. Additionally, Israel is considering a mixed-purchase of F-35A CTOL and F-35B STOVL (the STOVL is much more expensive). Regarding other estimates for cost, there are many different ways to consider major weapons system procurement costs. Some models only consider actual per-unit aircraft costs, and may or may not include development costs. Other models incorporate full operations, maintenance, and logistics costs for the entire lifespan of the weapon system. These facts lead to some confusion and are proof that "one size does not fit all." Hope this answers your questions. Takk!

VTOL Capability
    How many of the norwegian planes will have the capability of vertical take off and landing? This must be one of the many good arguments for choosing the JSF.

There are many of us that are very pro F35 simply for the fact that we know its a far superior platform compared to the SAAB Gripen. Why does F35 require cheaper infrastructure?
    Mr Simm,

    In the words of the QA experts[1], the total price tag when it comes to needed veaponry, buildings, logistical support and organisation will be cheaper with the F35 than with the Gripen ng.

    How come? Is the F35 somehow "backward compatible" with the old F16 planes?

Hei Leif. I cannot answer that question, since I am only aware of the cost estimates provided by the US to the Government of Norway, and I have not seen the offer made by Sweden. Only the Norwegian Government can make that determination. Takk!

F 22
    I think JSF will be a good choice for Norway. Question; Beacause I think Norway may need a fighter plane whith even more specialiced skills, I wonder if the F-22 ever will be eksported?

    Question two: The JSF with vertikal take-off skills, is not ment for Norway. How simular is a JSF with this possebilety, compared to those without? Speed, weapons,range,weight, price?

Hei Ola. I answered several other readers on the F-22--please see those responses. The F-35B STOVL has nearly identical performance to the F-35A CTOL that Norway will obtain, although it is heavier with the lift fan and has slightly less range. It is also more expensive! Takk!

F35 dogfighting capability
    Robert, critisism says that the F35 "can't turn, can't climb and can't run". If the F35 is detected (visually or electronic) by highly agile enemy fighters like the latest Sukhois, and is forced into a dogfight; will it be able to defend itself and ultimately take down the enemy? My fear is that the aircraft has to satisfy to many needs that the agility needed for dogfighting is lost.

    Also, what is the F35 radar cross section compared to the F22? I am not asking for any classified information, just an indication.

replacing A10
    Its been claimed that the Jsf will replace the A10.
    I understand that this plane is extremly resilient against enemy ground fire.Would this be the same with the Jsf?

Hei Tor. Good question. The F-35 was not designed to sustain significant groundfire, because it is not intended to operate in an environment that would make it so vulnerable. The technology and the tactics have changed dramatically since the A-10 was first conceived, designed, and produced in the 1970s.     I have read several places that the JSF is slow comperd to the new Russian planes.

    And that this could mean that the JSF would be unable to intercept Russian planes patrolling close the the Norwegian border.

    Is this true ?

Regarding the JSF and the future of Norwegian air force!
    Hi Mr. Simm.

    First of all, I'm a Norwegian student in the U.S, and have the luxury to see the whole case from a little different perspective, the american way. My questions are:
    1. How does the JSF differ from Grippen (im looking for your personal opinion)
    2. I know that JSF have stealth technology, but what problems can it encounter since it is slower than many of it's "oponents"?

Hei Danny. Hope you're enjoying your studies in the US! As I indicated in my previous responses, F-35 is the world's only 5th generation, international, multi-role fighter aircraft. I defined those aspects in another response--please read that. All other fighters currently available and offered--F-16, F/A-18-E/F, Rafale, Eurofighter, Gripen--are 4th generation aircraft.

    Det påstås at JSF skal bli "ryggraden" i det amerikanske luftforsvaret. Hvilken rolle spiller i så fall F-22 Raptor, som allerede er introdusert?

    Raptoren betegnes av USAF som et kampfly uten sidestykke, et fly som er bedre en JSF og så framifrå at det ikke skal eksporteres. Når en har et så godt fly allerede, er det ikke en fare for at USA vil fortsette å satse på F-22 og nedprioritere JSF? Dette særlig hvis utviklingen av JSF møter på problemer...

Winter conditions
    How can you be sure that this aircraft will work as intended in near arctic conditions here in Norway? Will the version of this aircraft be the same as the one that the US will be getting, in every way?

Hei. The F-35 is subjected to the most stringent and extremely demanding testing, modeling, and simulation criteria, that include operations in the most severe environmental conditions imaginable. Remember, the US has a major interest in Arctic operations since we, too, are an Arctic nation, and two of our most important fighter bases are in Alaska! Yep, Norway will get the same fighter as the US will obtain, except that Norway has asked for a drag-chute (similar to the F-16). That's the only difference (please see my earlier responses on this issue). Takk!

Beautiful but noisy
    Dear Sir,

    Congratulations for winning the defense contact. As you may be aware, concerns have been made about both the noise and pollution produced by these machines, besides the fact they might kill people. NRK announced that the JSF produces some 30% more noise compared to the good old F16; which again increases the need for a new runway at Bodø airport. Is anything being done to reduce the noise and the ecological footprint of these great looking planes?:-)

Hei Johnny. We share your concerns about the actual noise levels that may be produced by the F-35, since the engine is the most powerful single engine ever installed in a fighter. Unfortunately, testing on noise levels has not been completed yet, so any announcement stating actual increases in noise is sheer speculation. However, to be completely honest, early indications are that the F-35 is certainly louder than the F-16 in full afterburner. I cannot comment on the runway situation at Bodø, but there may be operational methods to moderate noise levels, such as takeofffs in certain conditions without the use of afterburner.

Versions of the plane
    Hi.

    If Norway is as strong an ally that you state, why do you sell downgraded versions of the plane without the best technology available? If we fight the same enemy, wouldn't it benefit you (and all allies) that we are as fit as possible?

Hei Lars. I'm not sure what you mean by "downgraded versions of the plane." As I responded to several other readers, there is no such thing. That is a myth, an urban legend, "et eventyr." And what technology are you refering to that has not been offered on the F-35? Stealth? Internal carriage of weapons, fuel, and sensors? Advanced sensor fusion? Superior networking capability? The F-35 was the only offer in Norway's Future Combat Aircraft competition with all of those leading-edge technologies. They will all be on Norway's F-35s and are identical to the capabilities of the US F-35s--exactly the same. The US values our friendship, alliance commitments, and partnership with Norway. Norway stands at NATO's Northern Flank. We are jointly developing, producing, and will operate the exact same capabilities, side-by-side. Did I answer your question?

JSF F-35 vs Sukhoj 47..
    Hello Sir,
    there are so many confusing comments from different sources with different agendas these days, regarding fighter jets. F-16s have served Norway well, and I personally feel very satisfied with our governments desicion to go for american planes even in the future!

    After viewing all those videos on youtube featuring the newest fighter jets, one has to be impressed about the extreme manuevrability of planes like Raptor F-22 and of course the russian Sukhoj 47.
    Bearing in mind that the Sukhoj fighters may be sold to certain countries around the world, my questions is;

    Are there any knowledge available how the F-35 would be able to perform in an air to air combat with the newest Sukhoj editions? Hypotethically spoken of course?

Question about noise level
    Good afternoon Colonel and congratulations on the JSF deal!

    I'm certain the aircraft will be a worthy replacement to the F-16. The old workhorse has recently been called upon to intercept russian aircraft at a a rate we can compare to the cold war era, and Moscow's signaling that the rate even may increase in the future.

    How do you rate the JSF for this mission?

    Also, there have been many articles about the noise level of the JSF compared to the F-16. One article stated that a single JSF makes the same amount of noise as 50 F-16's. This seems absurd to me, but perhaps you could clarify if the JSF is more noisy?

    I'd really apprechiate if you answereed these two questions!

F-35 is a very capable defensive counter air aircraft. The Advanced Electronically Scanned Array (AESA) radar, integrated with several other multi-spectral sensors, give the F-35 the capability to detect multiple air and surface contacts simultaneously, at great range. Stealth would also permit air surveillance missions to operate undetected, if so ordered by national command authorities.
There has not yet been a comprehensive set of tests on F-35 noise levels, although early indications are that it is much louder than today's F-16. The F-135 (P&W) or F-136 (GE/RR) engine for the F-35 produces 40,000 pounds of thrust in full afterburner--it is the most powerful single engine ever installed in a fighter. There are as many concerns on this issue in the US as there are with all of our partners, and we are working to provide complete data as soon as possible.

Hei Morten. There are no current plans to change the basic design of the F-35 for speed, range, maneuverability, or fuel capacity. All of those aspects of the aircraft satisfy the design requirements for the partner nations.
Norway will receive complete, full, total, nose-to-tail, wing-to-wing, absolutely bona fide, superior technology stealth!!! The exact same capabilites as the United States and all 7 other partner nations will receive. There is no such thing as stealth light!
It depends what you choose to put on the wings but, yes, there is a decrease in the stealth signature of the aircraft if there are external weapons. An air-to-air missile has a much lower profile (and much less impact on stealth) than a 2000-pound bomb. Thanks for your questions. Takk!

Hei Valo. All false! The so-called Rand report was never sanctioned by the Rand Corporation. In fact, it originated with a Rand employee who was not read in to the program, did not know the F-35 capabilities, did not conduct any sort of comprehensive analysis, and was not authorized by Rand or anyone else to release such a flawed statement. Hei. Good questions. First, the JSF program partnership has been asked to consider Norway's Joint Strike Missile (an air-launched variant of Norway's Naval Strike Missile that is currently being developed at Kongsberg) for the F-35. Initial studies have examined cockpit integration and weapons bay fitting of the JSM. These studies are positive, and the JSF partners will determine future requirements for the missile.
Yes, the F-35 for Norway meets Norwegian requirements. One unique addition for Norwegian F-35s is a drag-chute for stopping on icy runways, such as Norwegian F-16s have today.
No problem for the F-35 to defeat the SU-27 and Mig-29. In fact, advanced modeling and simulation indicate the F-35 is clearly superior to much more capable aircraft than either of these two.

F-35 and A2A (somewhat lenghty, sorry)

    First some comments, then a few questions.
    I must say I'm impressed by the Norwegian media's and other critics, capabilities to only read and see what they want to. For example, there have been a lot of comments on how "slow" the F-35 is, and them then citing the max speed to be Mach 1.6. Whereas what it really is 1.6+ (but they conveniently forget the plus because it fits their ideas better). As far as I know, in real life what it really can do is still classified and it only says better than mach 1.6 because 1.6 was the design requirement. If I remember correctly, in the -90s the quoted speed for the F-22 was "supercruise plus M1.8 with burners", but today is seems the truer speeds are around M1.6 dry and M2.5+ with burners. So I wouldn't be surprised to see the quoted top speed of the F-35 to increase as time passes. And max speed with burners aren't all that important anyway. (afterall how often have the F-15 gone above Mach 2 in a combat situation?)

    Now to some questions:
    Supercruise were not a design requirement for the F-35A as far as I know and I've heard conflicting reports as to if its capable of it. Can it supercruise with a typical A2A combat load?

    Also much of the controversy has been made with regards to the A2A capabilities of the F-35. I would assume the situation is similar here as with the top speed and we'll just have to wait and see what it can do in the years to come. But I'll ask anyway (though some of it may be classified at this time). I've heard comments and statements about that ranging from "the F-35 is mostly a bomb truck" to others saying its not that far of the F-22A.
    I think part of this problem is due to the fact the F-35 is still relatively early in testing phase and therefor the capabilities have yet to be tested. What is available, seems to be from simulations and analysis. And the result of that seems to be classified at this time.
    L-M has said the F-35 turning capabilities are as good as the F-16. But are that really good enough for future threats like the SU-30/35 class fighters? I don't recall seeing reports of the F-16 vs these but the F-15 have turned with them. If I remember correctly, Ukranian SU-27 engaged USAF F-15s in mock combat while they visited the US, and the F-15s could not keep up with the Sukhoi's (in both a pursuit and chase situation). And also IIRC, Indian SU-30 proved very deadly against F-15Cs from Alaska (admittedly before they got the AESA radar).
    Of course the stealth capabilities of the F-35 gives it a big adventage, but setting that aside, could you comment on the following scenario: A 1v1 dogfight between the F-35A and a SU-30/35 type threat, neutral head on starting positions, equal pilots, fighting in visual range were stealth has less of an impact etc. How would you rate the F-35As chances?

    Finally, we are now beginning to see (on a unclassified level) what the A2A capabilities of the F-22A are, after it has entered squadrons and visited Red Flag etc. Assuming we give that aircraft a "A2A rating" of 100% and treat it as the benchmark, how would you rate the F-35A? How close is that to F-22A in terms of A2A capabilities since the F-22A is the gen 5 fighter we know the most about?

Hei Erik. Wow! You are very well-informed and very observant, and I appreciate your serious questions. Please allow me to be brief due to time and other constraints regarding the in-depth questions you have asked. At present, much of what we know regarding F-35 air-to-air capabilities are (as you have suggested) based on modelling and simulation. In that arena the F-35 meets or exceeds expectations and decisively dominants any threat. Regarding a hypothetical 1v1 scenario with a SU-30/35, I honestly don't believe that's relevant any more. 5th generation capabilities have revolutionized air combat and those sorts of scenarios are becoming less likely. When was the last real turning combat dogfight? Why not shoot just shoot him high-aspect with Helmet Mounted Cueing and high off-boresight missiles? I think the days of saddling up for guns at 1500 feet are closing. As far as the lessons we've learned from F-22 and applied to the F-35, remember that the Lightning has the advantage of an additional 15 years or so of technology development, and while it was not designed with the Raptor's thrust-vectoring and super-cruise requirements, there are mnay systems already on the F-35 that will be retrofit to the F-22. The optimal plane for Norway is "Raptor",not JSF.
    It seems obvious that the optimal plane for Norways defence would be the american plane "Raptor", but this plane USA says they will not sell.
    Is it not in USA interest that Norway should have the best plane possible for its defence?

Why so slow?
    Dear Colonel Simm,

    First off all, I`m a pro - US norwegian that supports the US, but I honestly think these planes are to slow.
    I know you will argue that its fast enough and that other criteria is more importent - but I still think it looses the edge as a true fighter.
    Several fighters today will easily be able to dump their external weapons/tanks and dissapear. The next generation of russian fighters will almost be able to fly around the F35.
    Is it all decided now, or is it still possible that the plane will go faster?

Hei Roger. Really?! What good is a fighter that drops its weapons and tanks and then disappears?! And how will the next generation of Russian fighters fly around F-35s that they cannot see?! What do you consider fast enough? As I indicated in several other responses, the F-35 can fly supersonic ... and fight! You can't do that today with your F-16s (or other 4th generation aircraft) configured for multi-role. Seriously, I appreciate your questions and your observations, but I think the media coverage on this particular aspect of the F-35 has been completely misguided and misinformed. The facts are that the F-35 is an exceptionally capable air-to-air fighter, equipped with the most powerful single engine ever installed in a fighter aircraft, capable of very rapid acceleration and high-speed combat operations. There is no intention to change the design of the aircraft to provide any additional airspeed that the partner nations have not requested. Tusen takk!

Difference in airplane
    Hi,
    I read that the US will receive one model of the aircraft, the GB will receive another model and Norway and other buyers will receive a third model. Why is that and what are the major differences in the different models of the aircraft?

Please see my earlier comments to some of the other readers in which I explained the differences between the F-35A Conventional Takeoff and Landing that Norway (and most other international partners) will obtain, the F-35B Short Takeoff and Vertical Landing aircraft for the US Marines, UK, and Italy, and the F-35C Carrier Variant for the US Navy.     Hello Mr. Simm

    I would really appreciate the answer of this question.

    When I read my history books in class I see the world was devided with an "iron curtain" some decades ago. To me it seems as most of these differences have vanished, but in militairy context it seems that cooperation is still out of the question.

    In a way, the easiest way to devide the world into "teams" today, would be too see what militairy equipment the nation use.

    Why is it still like this? Why did not for instance Norway even consider buying Sovjet aircrafts like the Su-30MKK or Chinese aircrafts like the J-10? This seems odd to me regarding the political situation in the world today. Are the militairy lagging behind?

Hei Anders. I believe you have a serious concern that may best be answered by your university history professors. The role of the military in Western democratic nations is to provide for the defense of its people. To that end we are tasked by our civilian governments to produce and operate the most capable defensive systems affordable.     Isn't it so that the american planes are more bomb planes? They are not fighter planes.. When have norway ever had any use of bomb planes? We need planes to protect the contry, so I ask are we gonna bomb our own land if we get attacked by fighter planes? try to hit them in mach 3 with bombs?

Hei Kim. No, the F-35 is a multi-role fighter aircraft. That means that it can perform both air dominance and surface attack mission, as well as a number of other tasks (such as, in the case of the F-35, Intelligence, Surveillance, Reconnaissance, and Electronic Warfare). This requirement for multi-role capabilities was set by the Norwegian government for Norway's Future Combat Aircraft program. In reality, the F-35 is an extremely capable air superiority fighter, with maneuvering characteristics comparable to Norway's current F-16 fighters. More importantly, it is the only fighter on the international market that carries all of its weapons, fuel, and sensors inside the aircraft. This is extremely important to us fighter pilots, since it means that the aircraft can fly at high, sustained supersonic airspeeds and still pull 9 Gs. No other aircraft can do that with externally mounted fuel tanks and a full load of weapons. And Norwegian fighter pilots know very well how to defend Norway with this sort of capability...

On track
    We keep hearing these very dubious claims that "the JSF program is not on track" and/or that "the JSF will never be manufactured". I'd be happy to hear you set the record straight on these issues. Also, du you have the current count on already manufactured planes?

Hei Andre. Thank you for your observation and question. According to the Pentagon's most recent Selective Acquisition Report (SAR), the JSF program is on-schedule and below cost. A report last week by the independent Department of Defense Joint Estimate Team (JET) made an assessment of the JSF program, based entirely upon legacy development programs (such as the F-22, B-2, and F/A-18E/F), and estimated that the JSF may be behind schedule and under-funded. The JSF Program Office (JPO) immediately contested the JET estimate and pointed out the revolutionary risk reduction methods of the JSF program, and the findings of the SAR. There are currently 2 developmental test aircraft flying, with another 12 aircraft on the production line. Hope this helps. Takk!

Raptor / Lightning II
    Is the main fleet of fighterplanes in the U.S. airforce going to be f22's and f35's? How would you describe the relationship between the two planes? Wouldn't Norway also need the f22 to get an optimal airdefence?

    I know you guys don't sell the raptor - I'm just curios! Lightning II is a great plane!

Hei Mats. The F-35 will be the absolute main force of the US military for decades to come. The US will obtain more than 2400 F-35s for the US Air Force, US Marine Corps, and US Navy, to replace the F-16, A-10, AV-8B, and earlier variants of the F/A-18C/D. By contrast, the US is scheduled to procure only 183 F-22s! Please see my earlier comments regarding the relationship of F-22 to F-35. Takk!

JSF Functions
    Hi.

    I have noticed that the JSF can take off vertically on some promotion videos. Is this the same aircraft you will delliver to the Norwegian defence? And how difficult is it to run this thing, compared to for example the F-16?
    And at last, how many aircrafts do the Americans have?

Hei Aleksander. The Short Takeoff and Vertical Landing (STOVL) capability you have seen is unique to the F-35B aircraft. It is not the same aircraft that Norway will obtain. Norway has requested the Conventional Takeoff and Landing (CTOL) F-35A. I'm an F-16 pilot and have not flown STOVL, but I suspect it is a challenging task to takeoff and land that aircraft, and I respect the pilots that can do it! The US will purchase a combination of 2400 F-35A (USAF), F-35B (USMC), and F-35C (USN). Takk!

replacing A-10?
    Hi and thank you for taking the time to answer my question.

    As far as I know the A-10 is a weapons platform unlike any of the others that the F-35 will replace. Are there any special versions or weapons that needs to be integrated in the F-35 to achieve this? Will the norgwegian version have these capabilities or are there other aircrafts needed to fill out the role of the A-10, like the AC-130?

Hei Rune. The A-10 is quite unique, as is the AV-8B (and associated UK variants). The F-35 will replace all these aircraft. As I indicated in a previous response, one of the main strengths of the F-35 in filling these unique roles is its advanced sensor suite, which provides exceptional Situational Awareness (SA) of the battlespace, and the capability to distribute that SA across a broad network of decision makers. Also, if stealth is not required in certain scenarios, the F-35 has 14 weapons stations (both internal and external) and can carry and employ virtually any ordnance required. Finally, the F-35 does not require a large fleet of support aircraft (such as specialized EW platforms), so it has a remarkable independence not available to existing fighters. This flexibility makes the F-35 a great candidate to replace unique legacy systems. And, finally, yes, Norway's F-35s will have all the same capabilities as any other F-35A CTOL aircraft. Takk!

Joint Strike Fighter - F 35
    Americans has an unike history of producing great fighters. Looking back from WW2. Even when the Defence Department didn't agree at times. No other nation has produced a fighter like the uncompareible NA P-51 B/C/D Mustang !
    What unrest me a little, is the rumours about not producing F-35 in great numbers. That will certainly increase the price like a rocket.
    Will It, in your opinon, be or come to this fact that productions will not happen ???

Regarding production of the F-35, as I indicated earlier, the US is committed to this program as the sole solution for replacing our 1970s- and 1980s-era fighter aircraft. That requirement is currently for more than 2400 aircraft, and that is the threshhold or minimum number required. Takk!

Drones
    With the emerging generation of air fighters already relying on BVR capabilities, how far are we away from a generation consisting entirely of remote controlled drones?

    What are, in your opinion, the biggest advantages of having piloted aircraft vs drones today, and which of these will never be made redundant by new technology?

Hei Sigurd. I'm a fighter pilot and am clearly biased, but I sincerely believe the role provided by manned aviation will not be replaced by Unmanned Aerial Sysytems (UASs) for the foreseeable future. The advantage of a human-in-the-cockpit is to provide real-time assessment of the battlespace, make an informed decision, and respond immediately. As of today, UASs can perform limited and specialized functions, but they can't perform them all. That may change someday, but not within the lifespan of this aircraft! Takk!

U.S v.s Sweden
    Hello Robert,
    It's dommon today that people from Sweden work in Norway, i'm one of those. I've tried to follow the debate from both sides but i haven't made up my mind yet about witch fighter is the best yet. As i am från Sweden i now quite a bit about JAS Gripen, but i don't think i know enough about the JSF aircraft. I hope that you could tell me why it's a better fighter than the swedish one?

Hei Andreas. Thank you for your question. It is quite possible that you may know more about the Gripen than I do! However, the F-35 Lightning II (Joint Strike Fighter) is the world's only 5th generation, international, multi-role fighter aircraft. This means the F-35 combines advanced stealth capabilities with internal carriage of all weapons, fuel, and sensors, along with sensor fusion (as opposed to sensor integration in current fighters), Intelligence, Surveillance, and Reconnaissance (ISR) and Electronic Warfare (EW) capabilities, broadband networking of multi-spectral data, and true fighter performance (speed and maneuverability). It is the only aircraft available on the world market to provide all of these capabilites. Tack!

    Why is Norway not permitted to buy F22 and the same version of JSF which The USA intend to purchase?

Hei CC. Please see my earlier responses regarding the F-22. What version of the F-35 do you think Norway will receive? Currently, Norway plans to obtain at least 48 F-35A Conventional Takeoff and Landing (CTOL) aircraft, which is exactly the same aircraft that the US Air Force will purchase more than 1700. The only difference is that Norway is the only nation that has requested a drag-chute system (similar to the one in Norway's F-16s). Takk!

Hei Torbjørn. Correct: Norway's requirements are for the F-35A Conventional Takeoff and Landing variant. At present, only the US Navy will purchase the F-35C Carrier Variant, while the US Marines, UK, and Italy will obtain the F-35B Short Takeoff and Vertical Landing configuration. Takk!

JSF - The best choice.

    I am relativly interested in combat aircrafts and I am really happy that Norway choose the JSF. I still remember watching Lockheed and Boeing compete to be the next 5th generation fighter jet.

    I can see that the JSF outperformed the JAS-Gripen in every way.

    But I wonder how will the JSF perform against new Russian types of aircraft? Russia is currently developing the Sukhoi FGFA with India and I wonder how it will do compared to that aircraft.

    I also believe it's good that we pick a partner that we've had a good history with (F-16 for example).

    I don't even know why us Norwegians are talking so much about the price anyway, we're the richest country in the world, why shouldn't we have one of the best combat aircrafts?

    But is the JSF worse then the F-22 Raptor? Would the Raptor be a better choice for Norway security vise?

    And I wouldn't be concerned for your part about all the critism which comes. Most of the critics are people who've never been in the military and that would rather see Norway under Russian/Muslim control. You know how it is, the people who yell the loudest are often those who get heard.

Hei Bjørn. Thanks for your observations. Regarding your questions, I recently answered some others on future 5th generation competitors, as well as the F-22. Please take a look at those responses and I hope they will address your concerns. However, I can tell you that the F-35 has been studied extensively in the most complex air superiority scenario simulations every devised and that the F-35 outperformed all advanced adversaries by a significant margin.     Wouldnt one say that as everything evolves, planes would too, and needs.

    And in that case would you say that the F-35A Jetfighter is going in the right direction as a 5th generation weapons platfrom?

Hei Jan. Correct. The F-35 is truly built for the future, and the concept embraces the fact that the aircraft will have to be constantly modified and upgraded to operate in any future potential environment. These updates will occur in "spirals" or "block" upgrades. In fact, when Norway begins receiving F-35s in 2016, the aircraft will already be in Block 4 production, with a planned Block 5 on the horizon. Of course, all earlier blocks will receive the updates and advanced capabilities of each succeeding block. Takk!

    How does the F-35 compare with the F-22 in an air-superiority role? Does the F-35 stand a chance?

Hei Nessie. The F-35 and the F-22 are complimentary, not competing, capabilities. The international partnership of 9 nations (including Norway) agreed at the beginning that there was no requirement to provide the F-35 with very expensive super cruise (defined explicitly as sustained flight at speeds at or above 1.5 mach withouth the use of afterburner) and thrust-vectoring of the F-22. Otherwise, the F-35 has the advantage of an additional 15 years of development and lessons-learned over the F-22, and many of the advanced systems of the F-35 will be added to the F-22 in the future. Both aircraft are highly-maneuverable and very agile fighters. Takk!

Hei Thore. I cannot speak for the policies of the next US administration. However, the current fleets of fighter aircraft in the US Air Force, Navy, and Marines have reached or are rapidly approaching the ends of their service lives. The only solution is to procure the F-35, as there are no other programs in development. Takk.

    Hvorfor tilbyr USA eksport av kun F35 JSF, og ikke av F22 Raptor, som av mange karakteriseres som mye bedre enn F35?

    Jeg har fått med meg så mye som at USA nærmest lover at hvis F22 skal eksporteres, må de som kjøper godta en "nedgradert" versjon. På bakgrunn av dette har jeg vanskelig for å tro at vi vil få noe bedre teknologi i F35.

Hei Terje. Fair question. The F-22 was the development program that enabled 5th generation stealth characteristics to be incorporated in a fighter aircraft. The F-22 is incredibly expensive. As a result, the US in close cooperation with 8 international friends and allies (including Norway), formed a partnership to provide the required 5th generation capabilities at an affordable price. Remember also that the F-22 is some 15 years older than the current F-35, and we have learned incredible lessons regarding development and production of 5th generation capabilities that are being incorporated on the F-35. In fact, many of the systems already operating in the JSF program will be added to the F-22 in the future. Takk!

Hei Skjegg. Are you comparing a combat capable F-35 with some other airshow demonstration aircraft? My point is that the F-35 is capable of high supersonic airspeeds with a full complement of fuel and weapons loaded in its internal bays, as well as all internal sensors, while all other aircraft require external fuel tanks and weapons, plus additional sensors, that greatly reduce their airspeed and maneuverability. Hei Nils. Our plan is to purchase 2400 aircraft, based upon an absolute requirement to replace our aging F-16s, A-10s, AV-8Bs, and older model F/A-18s in the US Air Force, US Marines, and US Navy. The process in the US is such that Congress approves major weapons system program funding on an annual basis, and requires the program to meet stringent milestones before funding is released. JSF is on-track with 19 aircraft currently approved for funding and we have every expectation that we will continue to meet Congressional mandates and obtain necessary funding. And regardless of the worldwide economic situation, the US is committed to its own defense for which these aircraft are vital. Tack!

    Uansett hva man måtte mene om pris, er det ikke riktig at det amerikanske jagerflyet tilhører 5 generasjonsfly, og det svenske flyet bare 4 generasjon?
    Leste at russerene holder på å bygge et nytt fly i samarbeid med kina?
    Da våre jagefly, sikkert skal tjene oss i over 30 år,må det vel være avgjørende å satse på det nye generasjonen?

Hei Ketil. I hope I understand your question correctly! 5th generation aircraft have led to a revolution in air combat tactics that is just now beginning to be understood. Stealth, advanced sensors and sensor fusion, and the ability to network immense volumes of data mean that we no longer operate as we have, virtually since WWII. For instance, 5th generation aircraft may operate at far greater distances from each other but still provide overlapping mutual support. In addition, to preserve stealth, it may not be necessary for all of the aircraft in a mission to have any active sensors turned on. Hope that helps. Takk!

Difference between JSF-types?
    I read that an editor from "Jane's" (JIG) said that the U.S would get one specific model of JSF, G.B. would get one, and that all other buyers would get a third model/type. The stealth-technology would also be "restricted"/"controlled"; care to elaborate wether or not we will get a "downgraded" version? Thanks!

Hei Louis. There are no "downgraded" versions of the F-35! JSF is truly a partnership of nine nations joined for a common purpose of developing, producing, and operating a 5th generation, international, multi-role fighter. All partners "sit at the table" and participate in every aspect of this program. The only differences in aircraft are the various models each nation has chosen to pursue: F-35A Conventional Takeoff and Landing (Norway's choice, along with US Air Force and several other partners); F-35B Short Takeoff and Vertical Landing (UK, USMC, etc); and F-35C Carrier Variant (US Navy). The F-35 is equipped with an Advanced Electronically Scanned Array (AESA) radar that enables multiple functions to occur simultaneously, including both air and surface surveillance/attack functions. This information is fused with a complex suite of sensors, including the EW suite, to provide F-35 pilots with exceptional Situational Awareness (SA), and can be simultaneously shared in real-time across a broad network, including other air platforms, surface vessels, and land-based components, including command and control authorities. We value the historic friendship between Norway and the United States, which was founded and is based upon shared ideals and mutual respect. In terms of the JSF program, Norway is an important partner and contributes significantly to the development of the program and the aircraft. In terms of the economic impact of our partnership, please keep in mind that the US will purchase some 2400 F-35s, and the eventual program scope may include as many as 4000 aircraft (based upon the success of the F-16 program, which has delivered over 4500 aircraft). Additionally, Norway is a NATO ally with the responsibility of securing NATO's Northern Flank. In this mission the US (along with all other NATO partners) stands committed to Norway's support. Takk!

Hei Viktor. No. The United States has no plans to deceive our allies and friends. We solicited a partnership with Norway and 7 other trusted and valued allies to design, develop, produce, and operate the only international 5th genertation multi-role fighter. Norway (and all the other partner nations) has a Senior National Representative who lives in Washington and attends all meetings and participates in all discussions regarding the F-35. We value the partnership. Takk!
 

Close Air Support
    What makes the JSF suited for close air support missions, which would probably be the mission of choice for it, when operating in say Iraq or Afghanistan?

Thanks for your question Henrik. As you know, there are no F-35s operating in Iraq or Afghanistan, but the most important capability of the F-35 to operate in any Close Air Support scenario is its advanced sensor fusion. This permits the pilots to act as battle managers with very detailed "situational awareness" (SA) of the battlespace, which can be distributed across a wide network, including the soldiers and Marines on the ground. The pilots can act upon this SA as required and in close coordination with the supported forces. Takk!
